Baldacci attended the University of Maine, where he earned a Bachelor of Arts degree in history and government. Later, he received his Juris Doctor from the University of Maine School of Law.

Baldacci's political career commenced in 1982 when he was elected to the Maine State Senate. He served four terms in the Senate, eventually becoming the Democratic leader.
